Trollhättan: AI-Powered Legal Guidance for Public Services

Making inter-agency information sharing secure, clear, and efficient

Overview

Trollhättan’s municipality has implemented the AI-powered assistant “Asta” to enhance and streamline legal guidance for public sector collaborations. Designed to aid in the sensitive handling of information sharing among inter-agency partners, Asta has become an essential tool for ensuring legal compliance and improving interdepartmental communication.

Challenge

The exchange of information among agencies handling cases of domestic violence posed significant barriers due to varying legislative frameworks and confidentiality requirements. Employees were unsure about what information could be legally shared, leading to delays in service delivery and inconsistencies in client support. This environment created a lack of coordination and inefficiencies, resulting in duplicated efforts and missed opportunities for effective assistance.

Solution

Asta, developed on the Intric platform, provides a comprehensive legal framework for secure information sharing. It is embedded with precise legislative details from confidentiality laws, penal codes, and health regulations to guide users. Asta advises staff on what they can share, ensures compliance with existing laws, and enhances coordination among police, healthcare, and social services. Its design prioritizes user-friendliness and accessibility, making it a practical tool for staff without legal expertise.

Result

The implementation of Asta, while still being tested and adjusted on a relatively small scale, has already shown promising potential for improving legal guidance and enabling more efficient information sharing. Early use indicates that staff can spend less time resolving legal uncertainties, which in the long run may support faster decision-making processes and higher quality of client support.

In reflecting on the transformative possibilities of Asta within Trollhättans municipality, Johanna Nyman, Innovation Leader at the Innovation and Project Division, emphasized the value of coordinated efforts in public service delivery. She stated, "It saves you so much time in the end, and money, because otherwise you implement efforts that are not coordinated and that do not have the desired effect because they are implemented at a time when the client is not receptive. And since everyone does the same thing at different times, it costs an enormous amount of money when you do not collaborate."

Johanna’s insight highlights not only the financial efficiency that Asta could bring if scaled up, but also the potential for improved outcomes for clients through synchronized inter-agency collaboration. This points to the essential role Asta may play in fostering a unified approach to service provision, ensuring that future efforts are both timely and impactful.
